How to check that an immigration consultant is licensed
In Canada, only licensed consultants, lawyers and Quebec notaries may charge for immigration advice. Here is how to confirm who you are dealing with before you pay.
Five checks before you pay
- Ask for the full name and licence number. A licensed consultant gives both readily. A company name alone is not enough, because licences belong to individuals.
- Search the CICC public register. Go to register.college-ic.ca and search by name or licence number.
- Check the status. Only licensees whose status is Active and who show "Yes" under Entitled to Practise can legally provide immigration advice or services.
- Check the licence class. Classes L1 and L2 (RCIC) have the full scope of consultant practice. Class L3 (RCIC-IRB) can also represent clients before the Immigration and Refugee Board. Classes L4 and L5 are international student immigration advisors (RISIA).
- Get it in writing. A licensed consultant must sign a written consultation agreement before a first consultation and a written service agreement before paid work, both showing their name and licence number.
Warning signs
- A guarantee of approval, a job or a visa.
- A claim of special access to, or a relationship with, IRCC or a provincial government.
- Advice to leave out information or to submit false documents.
- No written agreement, or payment in cash without a receipt.
- Someone who prepares your forms but will not be named as your representative on them.
Misrepresentation can lead to a refusal and a five-year ban on applying to come to Canada. The consequences fall on the applicant, not the adviser.
Example: checking Olga Mazur
Search for Olga Malgorzata Mazur or R1034444 on the register. You should see a Regulated Canadian Immigration Consultant, Class L3 (RCIC-IRB), with an active licence. If anything you find does not match this website, please tell us or contact the College.
If you have concerns about any licensee's conduct, the College runs a public complaints process.
